Games need some type of progression or escalation, punctuated with brief respites.
Introduce some type of increasing threat level mechanic.
Send more bad guys, or tougher bad guys, or something. A boss battle or two would be nice.
cops could be tougher, I guess
I increased the HP on cops, but gave them visible hit flashes (blood), so the player doesn't think they're indestructible.
