Subscription should be compulsory for all users who use CoL API or any kind of download services. As a benefit for subscribed users, CoL should offer technical support, access to communication pipes with experts/data providers and notification service.
Just to note that "subscription" is being used here in two senses. @mdoering used the word to refer to the ability to register to receive notifications of changes. This obviously implies a need for users to register and have an account, which seems to be the sense in which @yroskov is using the word, but that is a broader issue than the topic for this feature.
If the goal of CoL is to be CC0 and maximise FAIRness and openness and to become the default checklist used by the conventions, etc. for all species information, we probably need a separate discussion on the best ways to track usage and whether these should oblige all users of REST services to have an account. I think we probably have a need to accommodate anonymous usage and rely on generic tracking of these actions, while (as Yuri) notes finding ways to offer more value to encourage users to have a more formal link to CoL.
