World Plants - Salix paradoxa and Salix discolor don't appear to be synonyms in other sources #435

Describe the problem: This issue was originally reported to the GBIF Helpdesk.

One of our users noticed that some of the GBIF occurrences matched to the name Salix discolor Muhl. were in Mexico. This seems to be because in the GBIF Backbone and in the CoL, Salix discolor Muhl. and Salix paradoxa Kunth are synonyms.

According to Plants of the World Online, S. discolor is not known from Mexico, but S. paradoxa is: https://powo.science.kew.org/taxon/urn:lsid:ipni.org:names:284528-2 https://powo.science.kew.org/taxon/urn:lsid:ipni.org:names:778403-1

Salix discolor Muhl. and Salix paradoxa Kunth aren't synonyms in other sources (linked below).
