Add tombstone data page for deleted stable ids #174

When the latest COL checklist does not contain an older COL ID anymore, i.e. when a stable id was deleted some time ago, we currently show a 404 page. This is not good and we should show a tombstone page instead.

The API for that is being crafted right now. Information that should be shown the regular NameUsage info (name, status, classification, publishedIn), but without any further information like vernacular names or distributions.

In some cases there will be a link to ChecklistBank with both the first and last appearance in previous releases.
