The BID-AF2015-0004-NAC Liste des synonymes et noms corrects pour un nom de taxon TOGO could be and useful source for the xrelease, it has a cc by license and issues in just a few names. Neverthelles the classification is poor, and has several unranked names. Maybe we could add only the synonyms. To be evaluated for the next release

The Université de Lomé has several checklist, most of them under cc-by or cc0. I will test adding this publisher
