why an accepted name becomes provisionaly accepted? #152

Pristimantis matildae on its original checklist has been indicated as accepted but on the xrelease is marked as provisionally accepted

all names from datasets with type=nomenclator are treated as provisionally accetped as they do not have taxonomic opinions. Should we deal with them differently somehow?
