GBL notifications not triggering #285

Reported on Discord, GBL notifications don't seem to fire. Not sure why, needs to be researched

Should add tests for this with a reproduction case.

I updated the IP addresses for 3 servers on the US instance that were disconnected, and also added a new one. Did not get any notifications in Discord for adding them. According to my Notification channel, the last time I got a notice was 2020/08/23 when I added Zed Rising. I'm pretty sure I added the other two servers at that point.
