IOG: Catalyst Parameters - Initial Pilot - How does Catalyst Circle define / decide on Parameter changes? #63

IOG has presented the concept of the Catalyst Circle to be engaged in co-defining 'Catalyst Parameters'. It is ideal that the Circle starts with a few Catalyst Parameters and work through a process to present a proposal and decide/vote on the Parameter Change within Circle Meetings. The parameters can be identified based on community sensing or future fund planning. image

I believe that Catalyst Technical Counsil decisions should be ratified with on-chain vote; not initially as I understand there is a transition period and certain requirement for agility at this point.

This could be acomplished by the Catalyst Technical Counsil making proposals for parameters of sprint (fund period) N + 1, which would be voted on in fund N voting window.
