How do we ensure that treasury to support admin, community & governance projects become sustainable

Sustainable? No clue; time will tell.

Here is an idea though: Have Circle create an SPO. Encourage, demand, CF and IOG to permanently delegate 1 (one) wallet each @ ~ 15 mil ADA. Introduce a 10% staking fee for the service. Make this SPO public and allow the community to stake to it. At current rates that would be 340 ADA / 5-days (not a lot right now) plus whatever block rewards are made multiplied by 10%.

This would be a great way for the community to either show support or not. At a 10% fee the return would be (@ 4%) 3.96% which is negligible to smaller wallets, i.e. @ 100k the return is approximately 4000 ADA @ 4% OR 3960 ADA @ 3.96% (or 10% fee) per annum (without compounding).

Optional: Allow these delegates to vote on Circle and other internal (community related) issues This would remove those persons who are not interested in Circle, its processes or goals but would not stop them from creating a wallet to be contrarian or to downvote.

A request to the community: Stop creating these unofficial groups that act like they are official and are being backed by IOG without any explicit community vote or input. Sorry but a proposal vote is not the community stating a group is official or approves them as a governing body; it is merely an indication that he project should be funded. Stop making up rules, definitions, etc. to accommodate and appease personal progresses and goals.

Hopefully this helps move the discussion further along and we can become truly community-focused and driven and put personal finances and goals aside. Personal choices should affect the person, not the community. Thanks.
