Move configuration for SAR POSIX queue name into sar.conf #12

This is a migration of an old issue into the public repo with a small change -- when we get to the POSIX queue methodology for the OCP, we need to allow user-configurable names on the queues with sane defaults. It's really unlikely this would ever cause a problem in 'real' usage but worth being overly cautious on.

I'm just going to close this since all of our near-term use cases are on a closed system
