As a Program Administrator, I want to be able to track the English Language Proficiency of each refugee household family member, so that we can provide appropriate language supports throughout the sponsorship and settlement process. #45

When enrolling family members in the Refugee program it is important to identify and take note of their English Language Proficiency.
Acceptance Criteria
Ability to take note of the English Language Proficiency for each individual member of the family (field should be available on Contact record).
Field should be visible for data entry on any entry forms/flows that support data entry.
Values: None, Low, Medium, High
Technical Solution
To be completed by Engineering: A working description of the technical solution to be implemented, including any architectural decisions made along the way.
Test Case
To be completed by Engineering: A description of what QA testing is required in order to ensure this user story can be publicly released.
