Add documentation of settings on config.ini for PCE / TG-16 VC #17

I've added on pce.cs a comment telling the documentation basing on my experience about the different settings that we can use on PC Engine / TurboGrafx-16 VC (HuCARD and CD).

Some of them were documented by me, others by RadioShadow, but some others aren't well documented. Also, some settings mustn't be touched, here i explained what can we change and what we mustn't change.

I explained here what is the meaning of each config, and the valid values for them.

If you can, you can add to the GUI for set all the avaliable PCE / TG-16 VC settings? Thanks! :)
