What does this pull request do?

Updates the NM Sugaar:

• Improves the accuracy of the drop rate.
• Corrects the immunities.
• • Unfortunately immunity to petrify is not available, and is instead added to the lua. Would like guidance on a solution LSB would be content with instead.
• Improves the retail accuracy of the additional effect including duration variation. This is most likely a half resist in retail on my part, but this is probably the best way to implement the effect due to how those are currently implemented.
• Improves the accuracy of the drop rate from the NM as well as the PHs.

TODO:

The NM itself has a strict order of TP moves. When it gets TP (no regain or anything special) it uses Grim Glower, and next time it gets TP it will then use Torpefying Charge. It repeats this pattern forever,
