Description

Create a config.yaml file to build eak-copilot from specs.

Create config/ dir with:
- app_config.yaml, config.yaml, base_config.py, db_config.py, network_config.py, openai_config.py, pgvector_config.py
Import config vars in autocomplete/app/main.py, indexing/app/main.py, rag/app/main.py.
