While I do like the idea of having icons for Celestia files, I don't think there should be a different icon for every single file type.
Comments on two of your icons: There shouldn't be an icon for DDS files, since they're image files and Windows shows the image in place of an icon. Also, I'm not sure where a .lng file extension is used.
I don't see an image thumbnail for .dds files that's why I made an icon for them. And .lng files are language files in Celestia's language directory.

Win 7/Win 10 difference I guess? Anyway there shouldn't be a .dds icon by default.

That directory doesn't exist on my end.
Then it must be from the Celestia config tool. Adobe does what I did with the .dds texture and does it by default with .png files, so have a generic file icon would work.
the icons all look great, personally I think some of the icons should have lower saturation. for example. a bright red background is probably not quite ideal.
by the way, these icons feature a flat design, probably it will come in handy if the application icon has a similar design.
The .cfg icon was one of fyr02's icons along with the .ssc, .stc, .dsc, .cms, .cmod, .cel, .celx, and .lua icons. I made the .dat, .3ds, .vp, .fp, .pl, .mo, .lng, .txf, and .dds icons.
I made the dat, pl, mo, txf and dds icons since I haven't seen programs that open them and .3ds since Blender doesn't give them an icon (Blender 2.80 doesn't even support 3ds models nativly). I figured it could be something built into the installer.
All the files that Celestia uses are in need of file icons associated with them when the program is installed rather then just being left blank. https://celestia.space/forum/viewtopic.php?f=23&t=19753
