Add Noise2Void Module #130

Submission of the Module "Noise2Void". This module encapsulates the reconstruction (prediction) capabilities of n2v.

@callum-jpg Can you take a look at this? If it works (or requires very little work on our part to make it work) can you potentially merge it in and fit it into your new install scheme? It looks like it does have DL requirements.
