RunImageJScript: a File input argument in FIji script should convert to both CP directory / filename settings #138

When a file is specified in a Fiji script, we should convert that to a directory and filename setting that the user can specify. Currently it only provides a filename settings, and the assumed parent directory is the default directory set in the user's preferences.

@hinerm I am tagging you for this just so that we both don't forget about it! (but no rush)
