SEG cannot handle GT that does not start at t=000 #13

for SEG, consider adding the availability to report only for selected frames/timepoints
for SEG, allow to decide whether to report for GT or RES markers
for TRA, consider adding the availability to report only for selected frames/timepoints

The SEG part is completely solved with commit 0a65c2322b23ef83933621b6938f57cf9ffe28fc .

The TRA part of the issue was dropped as TRA/tracking is essentially a problem around having consequent timepoints, so allowing user to pickup some (possibly isolated) timepoints makes no sense.
