add plugin for single tracking data consistency check w/o GT #6

To allow people to test consistency of their result without considering any GT, or check consistency of their own manual annotation (without the need for having some result at hand). Currently, such tests are carried on only in TRA and AOGM measures, but both cases require both inputs. One can fake it by pointing it twice on the same folder.... but that's not nice

Perhaps, instead of having additional menu item, we can introduce a check box in the AOGM measure "Test my results for consistency" -- when checked, the gtPath is not required and only consistency is reported.
