[BUG] 每次surface 从休眠状态开机后，v2rayW仍在后台但无法使用 #59

每次surface 从休眠状态开机后，v2rayW在后台挂着，v2ray-core也挂着，但是不能翻墙，要关掉程序重开才能正常使用。
