Functional tests for seed job #659

This PR adds functional tests for the seed job.

After running the seed job
- it checks whether all the stages were successful as expected.
- index parsing completed without failure
Runs the seed job with updated index
- checks if the job configurations are updated/deleted/added properly.

This PR also updates the ci-slave image used for running the ci pods in the cluster, to make sure latest code base is used.
