vagrant: Add CentOS 8 box #162

Some notes for anyone doing review of this:

The kickstart file was based on the centos 7 file
AppStream repository is required because of the VM packages (hyperv-daemons, open-vm-tools)

Hi @rudineirk ,

I was working in parallel on Vagrant images for CentOS 8 (i kinda maintain them), so your PR overlapped with mine - sorry about that. CBS won't be upgraded to CentOS 8 for quite some time due to automation that would need to be checked and ported, so we won't be able to build the images on CBS yet. I made a few notes in your commit, based on my findings while developing #163. Thanks for the patch, we really appreciate the time and effort that you invested in it!
