What this PR does / why we need it:

This PR fixes the issue of mizar CNI deployment on Ubuntu 20.04.
This will enable to use Python dynamically according to Python version present in OS (3.7<)

How was this tested?: Manual Tested:

In Ubuntu 20.04 and Ubuntu 18.04, tested on single and multi node clusters of k8s (using kubeadm).
In kind environment on Ubuntu 18.04.
