Created new carbon budget with interactive functionality. Circles change positions and when the "line" is hovered over them, the appropriate popup appears.
P.S. We might have to bring this up in a meeting, but when the year exceeds 2060 the 2.0˚ can really only just sit there at the very right of the graph; there might be a better way to convey that it'll be sometime past 2060 instead of just sitting at that year.
