CELL OAI PMH harvester does not work work with elmcip.net #367

CELL OAI PMH migration from elmcip.net is not working. This is due to problems in cellproject.net.

Suggested fix

Need first to be addressed in CELL - Please follow progress in milestone https://github.com/smbjorklund/cellproject/milestone/4
Verify that data migration works again and that all records exposed is imported into cellproject.net
Records (if any) that not is imported due to something about the data it contains have to be tackled on a record to record base.

We have verified, by counting that is not working. CELL also contain refs. to http://test.elmcip.net aka our test server instead of production. Have not imported new content the last two years.
