Users with ISSN Centre subscription can't build ISSN database #19

An ISSN Centre subscription only gives you the ability to download monthly XML files containing ISSN data updates for the last 20+ years. The database we used was built by downloading all of these, then processing them into a SQLite database. We need a set of instructions explaining how to build a compatible version of the ISSN database, for users who have the correct subscription.

We probably need to create a separate repository containing the necessary scripts and detailed instructions for building the ISSN database. Then we can add some high level language to the Validator's docs explaining the issue and pointing the user to the more involved process.

Calling this one on hold until a partner with a subscription to the ISSN Centre's data shows interest. The data download and processing aspect of it is very awkward if you don't have existing data, and we'd probably want to find a different way of doing things.

It isn't really realistic to add an ISSN database of the sort that we have. If there is an outcry for this we'll work on something, but I suspect there won't be anything. Closing.
