Validator not finding holdings in $3 of 583 line #47

Holdings from the $3 of "committed to retain" 583 lines don't show up as local holdings in the output. The user can specifically insert the 583 $3 as a holdings field and it will work, but if the user simply sets "File has 583s" to "yes" then holdings apparently aren't seen.

I've decided that this is fine, and that the user should have to explicitly state where holdings are. There are 583 lines without holdings after all.
