Add a license to the project #49

Project needs a license.

I'm going to license the project as GPLv3. I think this is required by our dependencies, and is also what we want. It's unlikely that the Validator will ever be a dependency of another project (because of the Validator's interactive nature), meaning that the "infectious" property of the GPL won't be an issue.

The crl_lib library is a separate project. The crl_lib code in the Validator repository will be covered by the GPLv3, but I am reserving the right to release the original library under a different license if we decide to do so.
