Remove blue banner message on catalog.crl.edu on Dec 1 #164

The banner message needs to come down on Dec 1. We have a release window that day which is convenient.

By this point we will be under full FOLIO circulation. Additionally, all major use cases that depend on public access to the legacy catalog are addressed.
