A DLA Apps Admin can assign DLA Records to specific users. Part of describing a record can include having a transcription via a TPEN Project. A DLA Apps Admin can assign TPEN Projects to specific users (if multiple users are assigned to a record, only a subset of them may be assigned to transcribe it).
