Promotion and Demotion Comments

• A Contributor can click a button that takes a Dynamic Record and places it into a Managed Collection.
• A Reviewer can click a button that marks a Record as Ready for Public Collection.
• A Reviewer can click a button that remove a Record from the Managed Collection.
• A Curator can click a button that rejects a Record marked as Ready for Public Collection (clears that Annotation value)
• A Curator can click a button that accepts a Record marked as Ready for Public Collection, thus actually placing the record in the Public Collection
• A Curator can click a button that removes a Record from the Public Collection (and clears that Annotation value)

For each of these situations, we want to capture a Comment from the user doing the promotion/demotion.

For each of these instances, we need the following mechanisms.

1. We need to make the UI/UX for that button and comment capture for the Contributor/Reviewer/Curator
2. We need to formulate the Comment Annotation which will target the Record URI
3. We need to make the UI/UX to see that comment as a Contributor/Reviewer/Curator.
