Additional Tooltips #51

Almost anywhere we think we can fit in a tooltip to hold ther user's hand, we should. this includes all the checkboxes, checkbox labels, 'Ok' and 'Cancel' buttons, etc.

Perhaps stated too aggressively. Find places for tooltips and implement them. Think about things like 'Cancel' that actually causes the program to abort.

We have settled on the UI. though there is always more room for tooltips.
