if window is too small then split screen content does not display #50

if the window is set at a certain size or smaller the content does not load in the split screen for almost everything. At a smaller window size nothing loads.

Adjusting the the screen size causes most of the tools to load. Adjusting the center divider causes most of the tools to load.

Several items do not load at all. I'll create a separate ticket for those

This is even true for windows if the browser is not full screen to start with. This also happens in T-PEN proper. Need to look into splitPage() and attachWindowResize(). A hard width is set to the elements that cause them to be too wide together, so we need it to the respect the max widths of |55%| + |43%|, which it is not, hence the breakdown.
