repoint devstore.rerum.io to AnnotationStoreDev db on IMG-01 #202

The collection name and the username/pwd combo for mongo all will change between dev and prd deploys. Should these values be Constants or .properties?

No dice... DEV is still pointing to DEV at the moment.
