Fix broken HuBoard link #19

The existing link points to a HuBoard page that no longer exists, or has been renamed.

Additionally, as COS grows, these dev docs apply to more than just the OSF. The fixed link points to the organization instead of one specific project.

Confirmed builds correctly with Sphinx.

That's a fair change @abought -- I appreciate your catch and input! We aren't actively using HuBoard at present, and not certain we will be in the near-term future, so some discussion will be had -- Nonetheless, we don't want a broken link! -- so @sloria, let's at minimum make this change -- may decide to remove the link entirely.
