Suggested guidelines for mako template authors, per @sloria request.

@lyndsysimon , am I missing any major points? Suggestions or editing welcome.

Pinging @JeffSpies for all-clear on pushing these guidelines to RtD. Our reviewers will be making these (or better) suggestions in public code review comments going forward.
