[SHARE-672] Update edu.smithsonian.mods source config #754

Add blocked set specs to edu.smithsonian.mods config
Block identifiers with type='srbnumber'
- Change MODS transformer to put type attribute in extra
- Allow configuring regulator steps in source configs
- Add block_extra_values regulator step, configure it in edu.smithsonian.mods config
- Move IRI normalization to normalize_iris regulator step, to help simplify transformer logic
