add information about privacy to the Policy page #28

The information could be one sentence stating that we do not collect any information. Or, the information would state how we do collect information -- for example if we use google analytics explain what we do with it.

Should that also include information that Google and Disqus gather, and what they might do with it? It's pretty ugly. Or we could just limit ourselves to describing the information that we have and what we do with it.

A while ago Jeff raised the concern that commenters might not own the content they post via Disqus. According to the Disqus license they do own it, but grant Disqus an unlimited irrevocable worldwide (etc etc) license to distribute it and create derivative works. We may want to add that too.

We should disclose the services we use and provide links to their terms so that people can follow those to get more information. If we repeat the information we will get out of sync. Better to just link it.

How do we use google? Are we using google analytics?

This page https://github.com/CenterForOpenScience/osc/blob/537d4ab683f795eea4ea9f7f98dd83fe34a95093/pelican-mockingbird/templates/base.html suggests we've got google analytics, but perhaps we should remove it if we're not using it?
