PMV limit #13

The PMV model should only be calculated within a set range of environmental conditions and it is only applicable between -2 and 2, as stated in Fanger's book and the ISO. I will open a new issue about this. My pythermalcomfort code already accounts for this and returns a nan when the Standard limits are not met.

This more than an issue is something I wanted to share with you.

Great, @tom-parkinson we will need to add this to the README since we will need to inform the users why some entries will not have a PMV value.
