Outdoor Comfort - apply month and hour filter #177

Describe the bug The "apply month and hour" filter for the "Outdoor Comfort" tab does not work.

To Reproduce Steps to reproduce the behavior:

  1. Go to 'Outdoor Comfort' tab
  2. Select some numbers in the Month Range and Hour Range
  3. Click on 'apply month and hour' button
  4. Scroll down and you will see that the three charts have not changed.

Hey Eric, this was merged into the main branch by accident. I made a commit with a tag of "unfinished", but forgottenly created a pull request.

I just created another pull request and hopefully it will solve the problem
