I should say that I was experiencing this issue way back with the Kalimdor Cup as well, but I didn't have the addon back when Zaralek released and I was doing those races. I mentioned the most recent version only to verify which I'm using. :)
I would have to double check on any older races, or some of the world quest ones, but I literally did half of the Outland Cup races yesterday to finish the achievements, getting Gold first try on most of them. I did not get any stutter even a single time. I don't really think this is a problem with BankItems, but you said it happens even when it's the only addon enabled? But not with no addons?

Not sure how much it matters but I also have all of the game's graphical settings maxed (including full ray-tracing and MSAA + CMAA2) at 1440p. I didn't tinker with changing any of those because it took me just about all of the Outland races to narrow down the issue.
Heya, I know this is essentially a fan update but stumbled across an obscure issue that seems to be caused by your latest version of BankItems (from 2 days ago).
Quick summary: Completing any dragonriding race for the very first time while earning multiple medals (e.g. bronze, silver, and gold all in one go) causes a noticeable micro-stutter (screen briefly freezes) at the instant that the race is completed.
It took some painstaking investigation with my addons but I am able to reliably reproduce the issue with only BankItems enabled. The issue occurs in all races that I haven't yet medaled, both regular DF races as well as the new "Cup" races (which all award currency for each medal). If I happen to not earn max medals, such as going bronze/silver first run and then gold on the next run, the micro-stutter is slightly less severe on the gold run which only has one award. So, there's a possibility the issue is related to the achievement progress toasts which occur when first earning medals.
Update: This is also reproducible with any race that has an active world quest resulting in a toast award using the same frame anchor that the achievement progress does.
