Checking then Un-Checking 'Show All Resources' in control will clear out any specific location filters bound on first load. #173

Description: If we have resources tied to a particular location, the resources drop down filters to only available resources for the selected locations (when creating a new reservation with selected locations). If I check then un-check the show all resources button on the control, I get back all resources available for any location in my campus. In the screenshot, I see three Audio Visual resources when I should only see one. There's only one resource shown upon initial control load, in this example.
