[RM] Approval Group is blank in group picker when editing a location that has an approval group set. #49

Steps to Reproduce

Edit location.
Set approval group.
Save.
Open for edit again and notice how picker is blank.

Expected behavior:

Expected the configured group to be selected in the picker.

Actual behavior:

The picker was blank.

The Approval Group Attribute can't be set during creation of a new Resource or Location. It can only be set after the new entity has been saved with its new Id.
