Validate user input for wsi-di tables #140

If user types non-numeric value in table then runs the scenario, app throws 
un-handled exception. 

1. Add validation logic, e.g., regex 
2. Add exception logging
3. Do this for other tables where user has editing ability.

Facilities screen, NODOS textboxes need same validation logic.
