SJR Controls inactivated unless Dynamic SJR is selected.

If the dynamic SJR checkbox is off, I'm don't think it makes sense to even show 
any of the other checkboxes or radio buttons, since changing them only has an 
effect for a run with dynamic SJR.  Is it possible to do it that way?  That is 
why I put N/A, since changing that setting has no impact on the run.  SJR flows 
will be set to the timeseries in whatever SV file is being used.  Once someone 
checks the dynamic SJR checkbox (which seems to only be available for 
user-defined runs), then the other checkboxes should show up.  I suppose they 
could all be unchecked at that point (and full restoration flows), then the 
user could activate the ones they want.

Dynamic SJR Checkboxes are grayed out unless dynamic SJR is on. Explanation 
text also added for clarification. Fixed in r1065.
