Build OSGI gov.ca.dwr.jdiagram module jar

OSGI Module has been refactored and gradle build implemented. Built jar is in the queue for runtime testing once it's dependency (dwr-hecdssvue) is confirmed working in the wrims gui.

Testing the latest jdiagram build has yielded inconsistent results between Tom's testing environment and josh's development enviornment. PR is assigned to adam, stephen, and peter for review while runtime inconcistencies are addressed.
