Standardize the Titled Page Break

Package the code for the Titled Page Break so that it can be administered without requiring an advanced skill level.

It will first be used (3 times) on the Sales & Offers Page for 5/12/17.

Logic for its function should include (I'm just guessing what you intend to do): • in the absence of text, only a solid line displays • with text, some static white space will exist on either side of text, appearing to be over the line • text is always fixed <uppercase / italic / font(?)>

Note: I see there are other custom things like basically look like Titled Page Breaks on other pages, but with different specs/options than the ones that will be on the Sales & Offers Page. Not sure if it makes sense to add these options (up to you) to the standardized Titled Page Break in order to accommodate the next thing Creative wants to do:

• line should be optional — Ex.: WISHI LP — https://www.c21stores.com/pages/wishi • text case should have options or retain the case that was input by the admin — Ex.: Careers LP — https://www.c21stores.com/pages/careers

A version of this title page breaks were also used in the Home Page title breaks
