_As SDK user I want to have possibilities to provide vertical scaling policy at create server command_

Proposed syntax for this possibility is

.machine(new Machine()
    .cpuCount(1)
    .ram(3)
    .disk(new DiskConfig()
        .type(DiskType.RAW)
        .size(14)
    )
    .autoscalePolicy(refByName("Policy1"))
)
