Build automation added #11

Build automation has been added to the project using Cake.
NuGet Packaging added. The package will need to be manually uploaded to Nuget
.NET 4.5 and Portable versions of the library
Documents updated, added BUILDING.md and CONTRIBUTING.md
Packages folder removed from Git. The build does a NuGet package restore
Semantic versioning introduced

Resolves #9
