Design API for shared Load Balancers operations #128

It would be great to design set of API calls and structure that will allow to provide possibilities to manage Load Balancers.

Proposed set of operations:

  1. Create Balancer Pool
  2. Create Load Balancer
  3. Search Load Balancers
  4. Delete Load Balancer
  5. Update Load Balancer
